The proposed dwelling is not sympathetic to the layout and character of the site and its surroundings, and would appear to only satisfy open market demand and not the social and economic needs of the community for affordable housing as promoted by The Local Plan Policy HS1. The Chairman invited the residents to make their representation to the Members. The residents are concerned about the outline planning application 9494/2006. Although they acknowledge the need for this type of housing in the Parish this particular site is not considered suitable. The site is outside the development boundary, the access lane is narrow and not wide enough to enable service vehicles and lorries to pass through; there are no passing bays. A local footpath leads onto the lane which does not have a pavement, extra vehicle activity would create an additional safety hazard. The proposed site is higher than the lane and will cause drainage problems, the area already experiences problems following heavy rain fall. The Members recognise the need for this type of housing but consider that this particular location in the Parish is inappropriate due to the particularly poor access, lack of good public transport, and shopping facilities. The access has no pavement in front of Netherton Cottages, and is no more than a narrow track. Extra vehicle activity in this area is considered to be a safety hazard. It should be noted that surface water from the existing track and field flows down Uppaton Lane into the village and the provision of extra tarmac and roof surfaces will only exacerbate this problem. 9497/2006. West Mill Manor, The Crescent, Crapstone. Proposed new dwelling and double garage with associated infrastructure. (Repositioning of dwelling to that approved in application 7192/2005). The proposed new location of the dwelling has an adverse architectural impact on the Victorian villa West Hill Manor. An appeal has been lodged against enforcement of Condition 2 of the planning permission. c). Letter from Dr Peter Murphy. Dr Murphy copied a letter of objection he had written to application 8276/05 that arrived after the Parish Council planning meeting to consider the application. He has written a further letter of concern that the time between the posting of the Notice by WDBC and the Parish Council meeting was not sufficient to enable letters to be forwarded to the Parish Council. The Parish Council receives the applications from the Authority and has to publicise and reply within a given time limit. This was correctly undertaken with Parish Council Notices being placed on the Parish notice boards prior to the Parish Council Planning meeting. Unfortunately the Parish Council has no control over the procedures followed by the WDBC, but the Authority does have its own legal procedures to follow. The Parish Council does not have power to grant or refuse planning permission, however the WDBC is required to consult with the Parish Council and must also take into account letters of objection raised by local residents. It is agreed that the Clerk will forward the letter of concern to WDBC for comment on the time scales used to inform both the Parish Council and members of the public. d).
