c). A letter of objection to application 0065/11 has been received. 
d). The WDBC Planning Office and Conservation Officer have raised concerns about the Parish Council’s planning application for the Cemetery. It was agreed to withdraw the application whilst discussions took place.

DRAFT Minutes of the Planning Committee meeting held on Tuesday 22nd February 2011 in the Clearbrook Village Hall at 7.pm.

Present: Mr P Wing (Chairman), Mrs S Challiss, Mrs C Allan, Mr D Butland, Mrs S Britton,
 Mr R Cheadle and the Clerk.

Also present: 5 residents from Grange Road Estate, Yelverton. 
The residents were invited to make their presentation to the Members.  The residents raised objections to the planning application 0065/11.  The residents referred to a previous application for a dwelling on this site, which was refused by DNPA.  They could not find a reason for the DNPA to have a change of view on the current proposal.  The dwelling would be out of character to the area, and create a road safety hazard by virtue of the proposed access on a steep incline with poor visibility on to the main road.

Mr Wing proposed a change of order on the agenda to enable consideration of 0065/11 first this was agreed.

0065/11. 3 Grange Road Yelverton. Construction of a three-bedroom dwelling with integral garage. Following discussion and consideration of objections raised by neighbours it was agreed to submit the following comment.  The Members refer to the previous application 0308/09 for a dwelling on this site. The new application does not present new information or reasons for the Members to change their comment that there should be no further development on this estate. The application states a ‘dwelling with integral garage’, but the plans show a detached garage. This does not provide adequate parking space on the hard standing, without encroaching on to the pavement. The existing boundary wall obscures the view from vehicles emerging from the driveway, creating a road safety hazard. The Members support the concerns and objections expressed by the local residents and object to the application.

01202/2011. Yelverton Golf Club. Proposal to connect foul drainage from Green keepers office into a small separate klargester instead of the original permission to connect into existing klargester using a pump station.  Following discussion and consideration of a letter of objection from a neighbour. It was agreed to submit an objection on the principle that the applicant should have followed planning permission protocol. The work had already been completed and should be a retrospective application.

Members have been given to understand that the owner of Bolts Cottages currently uses the space for car parking.  There is concern that removing this facility for Bolts Cottages will result in further traffic congestion on the narrow village road.

Also present, Mr D Workman to submit a representation on application 0611/10. Mr Workman reported that following refusal of a previous application, he had contacted the Dartmoor National Park Planning Office to discuss ways to address the issues raised and, together with his architect, had drawn up a modified design to present in a new application. He explained that he was self-employed working in the local area and needed to live near to his work-base in the parish. He has a large family that has outgrown the current accommodation at Clanicombe, he had been unable to sell his house and buy a larger one in the parish, the prices of larger family homes being too expensive in this area.  This led him to decide to extend his current home. He has encountered some opposition to the proposal from some local residents, but considers that the reasons behind the opposition are unreasonable.

The Council is inviting people to comment on these changes and the additional evidence during a seven-week consultation period from 16th December 2010 to 3rd February 2011. It was agreed to make a comment that the Council has reservations about the possible adverse impact of increased traffic flow, particularly in the summer months. The roads are narrow with few passing bays, it is suggested that it would be beneficial to consider creating additional passing bays.  This could be made part of the condition for approval. It has also been brought to the Members’ attention that retail sales are already taking place on site.

b). Response from WDBC on query on work being carried out at the Golf Driving Range. WDBC reported that the Enforcement Officer had made a visit to the site, and that the erection of a fence did not contravene planning regulations.

2. Visit by Mr Stephen Belli, Director of Planning DNPA. Mr Belli introduced himself as the new Director of Planning and went on to explain his proposals and priorities for implementing and managing the work of the DNPA Planning and Forward Development office.  Useful discussions took place on issues of concern to the Members about the way in which local planning applications were considered and decided upon, and the problems associated with the parish being split between the authority of WDBC and DNPA. Mr Belli informed the members that next year consultations would begin on development proposals for the Yelverton area, and other villages in the Park.
Mr Wing thanked Mr Belli for taking the time and trouble to attend the meeting and talk to the Members.

Mrs Newberry reported that the Committee of the Clearbrook Community Hall was proposing to apply for planning permission to install solar panels.  She asked if the Parish Council would consider supporting the application. It was agreed that if the request was put in writing the Council could consider supporting the application.

DRAFT Minutes of the Planning Committee meeting held on Tuesday 25th May 2010 in the Richard Mabey Room Buckland Monachorum Village Hall at 7pm.

Present: Mr P Wing (Chairman), Mr D Butland, Mrs C Newberry, Mrs S Challiss, Mrs S Britton, Mrs C Allan,        Mr R White and Mrs E Simkins (Clerk).

Also present, 26 members of the public mainly from Crapstone and a representative of the applicant for the expansion of Yelverton Business Park. 

 

The Chairman invited the members of the public to make their representations.  The residents expressed concern about the outline planning application 00396/2010 for an extension to the existing Yelverton Business Park.  The main objection was that Crapstone is a settlement with no infrastructure to support this kind of development.  It was considered that the reports and surveys undertaken did not justify the claim that the expansion would provide much needed local employment; it was also considered that the commercial viability of the scheme was not proven.  The kind of units being considered were already present in the existing business park and some of the units remain empty. The site is located in an area designated as an AONB, and adjacent to the National Park, and it was considered that this should be protected. It was also considered that the Planning Office should be asked to review the proposals using the new Tool Kit Policy introduced under the Local Development Framework Core Strategy.  (The Toolkit is designed to help local planning authorities, communities, local partnerships and public service providers work together to identify local issues and development needs which are unique to individual settlements). The Chairman responded that the Parish Council was currently considering the feasability of creating a Parish Plan for each village within the Parish. A representative for the Developer reported that the current application represented a 50% reduction on the original application which had been withdrawn. He also reminded the meeting that the application was for an extension to an already existing and working business park. He also reported that several of the exisitng businesses on the site had expressed an interest in expanding their businesses.  West Devon Borough Council had been consulted on the application. In answer to a question from a resident about whether a survey had been carried out on the kind of workforce available locally to sustain the expansion, and local employment needs, he replied he was not sure if results of a survey were available. Enquiries had led the Developer to employers who would bring employees with them.

The local need for the expansion was not proven and it was considered that the village of Crapstone did not have the infrastructure to support the proposal. This was carried by a vote of 6 in favour and 1 abstention.

The application was considered an inappropriate development adjacent to a residential property in an area of outstanding natural beauty.  It was also considered unreasonable due to the detrimental effect on the amenity of the neighbouring property by virtue of size, smell and disturbance to their quality of life. 00017/2010. Long Ash Garden Centre. Demolition of storage shed and erection of new building to provide customer toilets, small local produce shop with integrated tearoom. It was agreed to support the application.

d)      Information has been forwarded by Mrs Facey about a requirement for re-submission of planning application 13447/09. It was agreed that the requirement to revise the location of the stable block did not cause the Members undue concern but it would be preferable for the structure to be a reasonable distance from the boundary to the cemetery.

4. Correspondence & Planning Matters.

a). WDBC application 13262/09. Land east of Yelverton Business Park. Application has been withdrawn.  

Information received from Councillor Sanders and the Planning Office indicates that the applicant withdrew in order to undertake further work in relation to highways, ecology and need. The application would be re-submitted with these matters were resolved.

The Council came out of committee at 8pm and invited Mrs Woollacott to make her representation on the Abbey Lane Development.  The meeting resumed at 8.06pm.

b). Abbey Lane Development:  The Parish Council raised concerns about pedestrian safety with WDBC on learning that an additional entrance had been created from the Abbey Lane into the new housing estate. An enquiry was made as to whether there were plans to create a pavement.  The Planning Office has reported back via Councillor Sanders that the additional opening is to act as a refuse collection point for the new estate.  The estate road is not adopted and the refuse lorry will not go down it. It was not intended for use as an exit route for pedestrians. Following discussion it was agreed to reply that this response does not satisfy the enquiry. The Parish Council is concerned that children from the estate will emerge from the opening onto the busy main road to reach the bus stop already used by children from the Wimpey Estate and MOD Estate. It is nearer than walking up to the bus stop by the Yelverton Business Park via the estate road. It is also considered that a large refuse lorry positioned in the road near to the bend will create an additional hazard to vehicles. The Parish Council would like to know why the new estate road is not being adopted.

c) Further discussion took place on the allocation procedure for the 12 new houses. There is no substance to rumours that the houses are predominantly being allocated to families outside of the Parish. The current position is that there are 10 nominations and 2 to be finalised soon.  10 have a connection to Buckland Monachorum and 2 have a connection to Horrabridge.
