DRAFT Minutes of the Planning Committee meeting held on Tuesday 24^th June 2008 in The Committee Room, Yelverton War Memorial Hall at 7pm.

Mrs Woollacott made representation on application 11898/2008. Mrs Woollacott considered that the Public Notice was not located correctly, and that the proposed access to the new housing raised road safety issues.

11898/2008. Land adjacent to Abbey Park Lodge, Crapstone. 12 local needs houses with associated access, parking and external works. (Approved outline planning reference 9730/2007). It was agreed to hold a site meeting to inspect the area proposed for the new access off Abbey Lane. This was provisionally agreed for 10^th July.

11941/2008. Land previously belonging to Axtown Farm, Yelverton. HM Land Regestry ref: DN312.335. Extension of roof of existing stables to provide freely accessible sun and rain shelter for horses.  It was agreed to submit no objection to the application, it was also agreed to request a site visit by the Planning Officer to check the current use of the area.

b. WDBC Housing Strategy and Sustainable Community Strategy. These reports were passed to Mr Cheadle.

dwellings in the grounds.  Comments already submitted following the original application for planning permission will be forwarded to the

Planning Inspectorate and will be taken into account by the inspector in deciding the appeal. 
b). DNPA. Notice of the next Forum meeting, which will take place on 23rd May at 2pm.
c). A copy of a joint mayoral letter setting out concerns on the Local Development Framework for West Devon has been received.

Mrs Mills declared an interest in application 0246/08 because the property is adjacent to her own home and withdrew from the discussion.

0246/08. Highfield, Binkham Hill, Yelverton. Demolition of rear porch and utility room, construction of single storey extension and re-covering of the garage roof.  It was agreed to submit an objection because it is considered that the extension would result in the building dominating the site, inconsistent with the character and appearance of the street.

DRAFT Minutes of the Planning Committee meeting held on Tuesday 25th March 2008 in Milton Combe Village Hall at 7pm.

Also present, 5 members of the public.
Mr Hubble was present to make representation on application 11529/2008.  Mr Hubble referred to his letter of objection to WDBC and provided details of his points of objection.
A resident from the Stonemoor Estate, Crapstone expressed concern about recent vandalism to the Barn in the playing field.  The Chairman reported that the Council was aware that there had been some trouble in the area; the leaseholder for the Barn had been contacted.  Residents were asked to be vigilant to any disturbance in the area and if necessary call the Police. The youths that have been seen are most likely local.

4. Correspondence and Planning Matters.
a) Consultation on the WDBC Local Development Framework, Core Strategy. Following consideration of the Further Consultation document it was agreed to respond to question 13 about the development strategy for Secondary Villages.  It was noted that the villages of Buckland Monachorum and Crapstone have been re-designated as Secondary Villages but the paragraphs setting out future planning considerations for the villages are considered confusing and difficult to interpret.  It was noted that there is a possibility that the Crapstone Post Office will be included in the list of Devon Closures of Post Offices, due for publication later in the year.  Mrs Challiss reported that the Crapstone Action Group is due to meet with officials on Monday 16th March to discuss the Consultation Document.
b) A plan has been received from DNPA showing revised drawings relating to application 1012/07, Higher Lake Farm.
c) DPNA has forwarded an application for variation of condition 1 on application 0219/06, Barnabas House, Tea Rooms.  This relates to extending the permission for continuation of tearooms for a further two years.  
d) The Clerk reported on a complaint received about the poor condition of the concrete bus shelter at Milton Combe.  An inspection has been carried out and a report received from a local builder on the cost of taking the shelter down and disposing of the materials.  It is considered that the shelter is not in imminent danger of collapsing, or causing a danger to the public, however, it is in an advanced state of deterioration and will need to be taken down.  It is currently used each morning during term time by a few school children from the Village. It is agreed to place this item on  the agenda for 25th March.

11237/07. Application for Certificate of Lawfulness. 23 Cuxton Meadows, Buckland Monachorum. Single storey rear extension to provide living area.  Information received from WDBC on the issuing of certificates of lawfulness was noted.  The Members agreed to submit no comment on the matter. 

11286 & 11287/07.  Listed building and full planning application for Crapstone Barton, Buckland Monachorum. Conversion of barn into one residential dwelling (unit 1) and one holiday cottage (unit 2) and restoration of former dwelling to cottage (unit 3). Following discussion and consideration of the requirements under WDBC Planning Policies BE3, RB1 and RB2 it was agreed to submit no objection to the application.

0327/06. The Masonic Hall, Yelverton. Amended plans relating to a change to the internal layout in order to create a lounge, kitchen and dining area on the ground floor with bedrooms over, together with the installation of a new staircase.  It was agreed to submit no objection to the application.

c) The Neighbourhood Watch Group (Golf Links Road) has confirmed that a letter is to be sent to DCC regarding their concerns about road safety on the A386 near to where golfers cross the road. (PC minutes 27^th Nov and 11^th Dec). The Parish Council will also forward a letter to DCC Highways.

11141/2007. Domus Crapstone. Construction of detached double garage.  It was agreed to submit no objection to the application.

11145/2007. 5 Seaton Way. Erection of new dwelling in garden.  Following discussion and consideration of two letters of objection from neighbours, it was agreed to submit the following comment:  There is no objection to a new dwelling, but the Estate has a distinctive character and design and it is considered that the finish to the new dwelling should be the same as the other properties on the Estate.  There is concern about the safety of a mature oak on the site and it is considered that this should be protected from damage by building works.

0930/07. Westella House, Kirkella Road, Yelverton. Alterations to front of property to replace garage door and windows with new door and windows.  It was agreed to submit no objection to the application.

c) Letters from members of the public.  Copies of correspondence between Mr Mahoney and WDBC about the consultation on the Core Strategy Preferred Option and Site Allocations have been received.  Local residents concerned about the proposals outlined in the document are forming an Action Group.

d) 11228/2007. Merrilyn, Green Lane, Yelverton. First floor extension to form a new bedroom with en-suite bathroom.  This application has just been received and a response is required by 28^th December.  The application will be publicised on the notice boards this week.  Members are minded to submit no objection to the application.
