It was agreed to hold a site meeting to inspect the area proposed for the new access off Abbey Lane. This was provisionally agreed for 10th July.

    11941/2008. Land previously belonging to Axtown Farm, Yelverton. HM Land Regestry ref: DN312.335. Extension of roof of existing stables to provide freely accessible sun and rain shelter for horses.  It was agreed to submit no objection to the application, it was also agreed to request a site visit by the Planning Officer to check the current use of the area.

    Mr Hubble was present to make representation on application 11529/2008.  Mr Hubble referred to his letter of objection to WDBC and provided details of his points of objection.
    A resident from the Stonemoor Estate, Crapstone expressed concern about recent vandalism to the Barn in the playing field.  The Chairman reported that the Council was aware that there had been some trouble in the area; the leaseholder for the Barn had been contacted.  Residents were asked to be vigilant to any disturbance in the area and if necessary call the Police. The youths that have been seen are most likely local.

    a) Consultation on the WDBC Local Development Framework, Core Strategy. Following consideration of the Further Consultation document it was agreed to respond to question 13 about the development strategy for Secondary Villages.  It was noted that the villages of Buckland Monachorum and Crapstone have been re-designated as Secondary Villages but the paragraphs setting out future planning considerations for the villages are considered confusing and difficult to interpret.  It was noted that there is a possibility that the Crapstone Post Office will be included in the list of Devon Closures of Post Offices, due for publication later in the year.  Mrs Challiss reported that the Crapstone Action Group is due to meet with officials on Monday 16th March to discuss the Consultation Document.
    b) A plan has been received from DNPA showing revised drawings relating to application 1012/07, Higher Lake Farm.
    c) DPNA has forwarded an application for variation of condition 1 on application 0219/06, Barnabas House, Tea Rooms.  This relates to extending the permission for continuation of tearooms for a further two years.  
    d) The Clerk reported on a complaint received about the poor condition of the concrete bus shelter at Milton Combe.  An inspection has been carried out and a report received from a local builder on the cost of taking the shelter down and disposing of the materials.  It is considered that the shelter is not in imminent danger of collapsing, or causing a danger to the public, however, it is in an advanced state of deterioration and will need to be taken down.  It is currently used each morning during term time by a few school children from the Village. It is agreed to place this item on  the agenda for 25th March.

    10953/2007. Blue Gates, The Glade, Crapstone. Demolition of existing house and redevelopment of plot with seven new two-storey dwellings.  It was agreed to submit the following comments:
    Firstly it is considered inappropriate to demolish the existing house, which is old and unique in design.  In the Design and Access Statement reference is made to the high density of housing in other areas of Crapstone, however, in the vicinity of Blue Gates and The Glade the housing is detached and in single plots.  The style of the proposed housing, which includes flat roofs, is considered to be unsympathetic to the character and design of existing houses in the locality. There is concern that the proposed landscaping will not be adequate and that the construction work will result in damage to existing mature trees.  The Glade is accessed via a narrow private lane, and is a quiet residential area. It is considered that the narrow access lane is inadequate to cope with the increased traffic flow, which would adversely affect the safety and convenience of residents.  It is considered that the proposed plans do not provide for adequate parking.  Taking into account the general amenities in the village, and the amount of development already taking place, it is considered that the infrastructure is insufficient to support a further development of this type and size. (Crapstone only fulfils two of the WDBC criteria that define a ‘Main Village’). In conclusion, it is considered that the proposal by virtue of its mass, bulk, design and siting would result in a development at odds with the established character of the locality to the detriment of the area and the amenities currently enjoyed by the local residents, and contrary to Housing Policies H22,23,28,39 and BE11.

The application is at outline planning stage and details such as the positioning of the bus stop will be determined at detailed planning stage.
    c) A query from Mr Savage about direction signs in Yelverton (Harrowbeer Lane) has been passed to DCC for more information.  Mr Savage has also asked for information on the progress of repairs to the damaged bus shelter in Yelverton.  This is the responsibility of DCC; a meeting between DCC representatives and the Parish Council is taking place on 16th October to discuss the matter.
    d) A request from Mr Salt on the recent fencing and work to Crapstone recreation field has been answered.
    e) A query has been received from Major B Weldhen RM Ret’d about the street lighting in Southella Road.  This has been passed to SEC for more information. 
    f) It is noted that the work to repair the electricity box on the Yelverton roundabout is dependent on         Western Power being available to switch off the power.  Western Power has reported that this could be within the next 6 – 8 weeks.  It is hoped that the work will be completed in time to erect the Xmas lights.
    g) It has been reported that City Bus has once more been causing damage to the verge to the War Memorial in Crapstone.  City Bus have responded to requests for a meeting, a date is to be confirmed.  DCC Highways has provisionally agreed that a decorative boulder can be placed on the vulnerable spot. 
    h) It is noted that some of the aerodrome bomb bays are being used to store gravel, which is unsightly.  Clerk to obtain information from DNPA on the matter.
    i) It is noted that the development of the ex Lloyds Bank Chambers in Yelverton is causing inconvenience to shoppers and people wishing to use the car park.  Clerk to find out from WDBC how long the work is expected to continue to restrict the use of the parking spaces. 
    j) It is noted that the large sign post on the A386 on the junction with the aerodrome causes and obstruction to drivers of large vehicles.  Clerk to obtain comments on this from DCC Highways.
    k) It is noted that the Police Authority meetings will be Webcast for a trial period.
