Also present, 26 members of the public mainly from Crapstone and a representative of the applicant for the expansion of Yelverton Business Park.
The Chairman invited the members of the public to make their representations. The residents expressed concern about the outline planning application 00396/2010 for an extension to the existing Yelverton Business Park. The main objection was that Crapstone is a settlement with no infrastructure to support this kind of development. It was considered that the reports and surveys undertaken did not justify the claim that the expansion would provide much needed local employment; it was also considered that the commercial viability of the scheme was not proven. The kind of units being considered were already present in the existing business park and some of the units remain empty. The site is located in an area designated as an AONB, and adjacent to the National Park, and it was considered that this should be protected. It was also considered that the Planning Office should be asked to review the proposals using the new Tool Kit Policy introduced under the Local Development Framework Core Strategy. (The Toolkit is designed to help local planning authorities, communities, local partnerships and public service providers work together to identify local issues and development needs which are unique to individual settlements). The Chairman responded that the Parish Council was currently considering the feasability of creating a Parish Plan for each village within the Parish. A representative for the Developer reported that the current application represented a 50% reduction on the original application which had been withdrawn. He also reminded the meeting that the application was for an extension to an already existing and working business park. He also reported that several of the exisitng businesses on the site had expressed an interest in expanding their businesses. West Devon Borough Council had been consulted on the application. In answer to a question from a resident about whether a survey had been carried out on the kind of workforce available locally to sustain the expansion, and local employment needs, he replied he was not sure if results of a survey were available. Enquiries had led the Developer to employers who would bring employees with them.

The local need for the expansion was not proven and it was considered that the village of Crapstone did not have the infrastructure to support the proposal. This was carried by a vote of 6 in favour and 1 abstention.

It was agreed that the requirement to revise the location of the stable block did not cause the Members undue concern but it would be preferable for the structure to be a reasonable distance from the boundary to the cemetery.

a). WDBC application 13262/09. Land east of Yelverton Business Park. Application has been withdrawn.
Information received from Councillor Sanders and the Planning Office indicates that the applicant withdrew in order to undertake further work in relation to highways, ecology and need. The application would be re-submitted with these matters were resolved.
The Council came out of committee at 8pm and invited Mrs Woollacott to make her representation on the Abbey Lane Development. The meeting resumed at 8.06pm.
b). Abbey Lane Development: The Parish Council raised concerns about pedestrian safety with WDBC on learning that an additional entrance had been created from the Abbey Lane into the new housing estate. An enquiry was made as to whether there were plans to create a pavement. The Planning Office has reported back via Councillor Sanders that the additional opening is to act as a refuse collection point for the new estate. The estate road is not adopted and the refuse lorry will not go down it. It was not intended for use as an exit route for pedestrians. Following discussion it was agreed to reply that this response does not satisfy the enquiry. The Parish Council is concerned that children from the estate will emerge from the opening onto the busy main road to reach the bus stop already used by children from the Wimpey Estate and MOD Estate. It is nearer than walking up to the bus stop by the Yelverton Business Park via the estate road. It is also considered that a large refuse lorry positioned in the road near to the bend will create an additional hazard to vehicles. The Parish Council would like to know why the new estate road is not being adopted.
c) Further discussion took place on the allocation procedure for the 12 new houses. There is no substance to rumours that the houses are predominantly being allocated to families outside of the Parish. The current position is that there are 10 nominations and 2 to be finalised soon. 10 have a connection to Buckland Monachorum and 2 have a connection to Horrabridge.

Following discussion it was agreed to submit a response to WDBC about the concerns Members have over the proposed development. The Parish Council is growing increasingly concerned about the over-development of Crapstone. Routinely we see applications for new dwellings in gardens and outline proposals to develop Crapstone further to meet housing targets. Of all the villages in the Parish, Crapstone is the least well placed in terms of amenities (no school, no church, no public house, no village hall, poor transport links, only one shop etc). The obvious location for development within the Parish is Yelverton, which has the most of such amenities. We therefore urge WDBC to halt the totally inappropriate development in Crapstone until and unless adequate services are in place, and liaise with DNPA to place development in the one location, which can readily accommodate it.

c). West Devon Borough Council has made pre-consultation contact about the naming of a new development at in the field near Cuxton Farm. Mr Butland declared an interest and withdrew from discussion. Four names are being considered: Butland’s Court, Butland’s Green, Butland’s Drive and Cuxton View. It was considered that the names Butland’s Court and Butland’s Drive were inappropriate for a rural area – sounding too Urban. Butland’s Green was a type of name usually associated with common ground or public space. Cuxton View could be muddled with the adjacent estate Cuxton Meadows. It was suggested that Butland Meadow would be more appropriate name.

12719/09. 37 Cuxton Meadows, Buckland Monachorum. Conversion of garage to ensuite bedroom and alterations to front garden to provide additional parking space. It was agreed to submit a neutral view.
12757/09. 2 Blowiscombe Cottages, Milton Combe. Application for lawful development certificate for an existing use or operation or activity including those in breach of planning condition. Sub-division of single dwelling to form two dwelling units. It was agreed to submit a neutral view.
12799/09. Land opposite Leys Villas in Milton Combe currently used as a parking bay. Creation of car park for use by the Milton Combe Village Hall. The Members declared an interest in the application, which has been submitted by the Council. The members support the work to provide much needed off road parking for the Village Hall.

0140/09. The Hinnies, Leg O’Mutton, Yelverton. Change of use from residential dwelling to veterinary surgery and staff accommodation, to include an extension to the existing building. It was agreed to support the application to provide a veterinary practice in this central location.

a). DNPA Consultation document on the Development Management and Delivery Development Plan. Following discussion it was agreed to submit comments on Part 2 Settlement and Site Specific Policies, section 5.8 Yelverton, Topic 12. Traffic and Transportation. With the introduction of parking charges by Maristow Estate at Leg O’Mutton and the Church car parks the parking situation at Yelverton is now out of control. The motorists wishing to use the area as an informal Park and Ride site are not prepared to pay the parking charges and therefore use the approach roads to the car parks. Leg O’Mutton is particularly affected by cars being parked all day, making it impossible for local residents wishing to use the shops and services to find short-term parking. This is having a detrimental affect on the livihood of the shopkeepers and service providers in the area. Housing. Reference to possible further development at Briar Tor Yelverton causes concern that the estate may become a sprawling development. It is considered that the infrastructure would not have the capacity to cope. Conservation of the Built Environment. Mention is made that it may be appropriate to review the Local Plan Policy YEL1. This policy protects the distinctive character of the area between Kirkella and Midella Roads, if a review is made the Parish Council hopes that the usual consultation processes will be followed. The Council is keen that the character of the area remains protected.

It was agreed to submit a neutral view to the application. 12751/09. Fairtown Farm, Yelverton. Single storey extension to provide sunroom. It was agreed to submit a neutral view to the application.
DNPA 0113/09. 24 Binkham Hill, Yelverton. Proposed two-storey extension to rear of property with side extension to provide workshop and utility room. It was agreed to submit no objections to the application. 0116/09. Station Cottage, Station Road, Yelverton. Change of use of training swimming pool and training pool to swimming academy. (re-submission of 0673/08.) It was agreed that the re-application did not alter the original views of the Members. These are to be reissued to 0119/09. Little Court, Yelverton. Two-storey extension to side of dwelling. It was agreed to submit no comment to the application. 0124/09. 8 Clonway, Yelverton. Single-storey extension to side of dwelling. It was agreed to submit no objection to the application. Miss Allen joined the meeting at 8pm.
3. Grants and Refusals. DNPA Grants. 0042/09. Cotsvale, Harrowbeer Lane, Yelverton. Two-storey side extension, decking and internal alterations together with demolition of existing garage and workshop and replacement with a new garage.
4. Correspondence & Planning Matters. a). DNPA. Consultation document on the Development Management and Delivery Development Plan. Mrs Challiss referred to sections of the document concerning Yelverton. The papers were passed to Mrs Britton and Mr Wing. A response to the document will be discussed at the next planning meeting. b). Papers from WDBC on the Local Strategic Partnership, Community Planning Protocol. The papers were copied to the Members. c). A resident in the Chubb Tor area has complained about the lack of information signs for the new cycle track. It was agreed that signs are required to inform users of the route, and the to warn cyclists and pedestrians that vehicles also have access to the track. Clerk to contact DCC and DNPA on the matter.

In the absence of the Chairman Mrs Reid proposed Mr Wing as chairman for the meeting, this was agreed.

4. Correspondence & Planning Matters. a). Report on site meeting at Abbey Lane. Mr Wing reported on the site meeting held with the WDBC Councillor Phil Sanders on 18th March. A request has been made for the entrance that was created for site lorries to be closed off. The main access off Abbey Lane should be from the existing Golf Driving Range entrance. A request has been made for consideration towards creating a pavement or crossing on Abbey road to make it safer for pedestrians.
b). Following an enquiry from a member of the public the DNPA enforcement officer has confirmed that the machinery barn at Alderwood is being properly used.

It was agreed to submit a neutral response to the application. DNPA 0081/09. 15 Willowby Park, Yelverton. New conservatory to annexe. It was agreed to make no comment on the application.
3. Grants and Refusals. WDBC Grants. 12540/08. O’Dell Fields Farm, Yelverton. New machinery store and shearing area.
4. Correspondence & Planning Matters. a). Report on WDBC Community Planning Event. Mrs Britton attended the event and provided the report. It was noted that a Community Sustainability Kit is being drawn up by the lead Authority for presentation to local communities. b). Abbey Lane site meeting. It was noted that Councillor Sanders (WDBC) would meet with PC representatives on 18th March at 10am. c). Mrs Britton passed a letter to the Clerk from a resident complaining about the poor condition of the gate leading onto the moorland path 37 near the cattle grid. The matter has already been reported to the Park Ranger, and the letter will be forwarded to the DNPA for comment. d). Mrs Challiss reported damage to the BT phone box at Crapstone. (This has been reported to BT, ref. WW6QMQ65).

Mrs Challiss declared an interest in the application 12551/09 and withdrew from the meeting whilst the application was under consideration. Mr Wing took over as Chairman. WDBC 12551/09 Woodcote, Stoke Hill Lane, Crapstone. Amended drawings for application to demolish existing dwelling and erect a new detached dwelling and double garage. It was agreed to submit a neutral response to include a request that the Tree Officer is consulted on the proposal to remove trees.
12622/09 Terramedius, Crapstone. Alterations to existing vehicular access to form a shared access to serve existing dwelling and proposed new dwelling. It was agreed that alterations to the front access raised concerns of road safety and this was a matter for the Highways Department to consider. It was noted that the original application, which was approved following an appeal hearing, shows the access to the rear of the site. The Parish Council is not aware of any reason for a change of location to the front of the site.

Members agreed to a neutral view to the application, but expressed concern at the number of mature trees that were due to be felled. Comments from the WDBC tree officer were requested.
