PUBLIC RIGHTS OF WAY- THE PARISH PATHS PARTNERSHIP (P3 SCHEME)

The Parish Paths Partnership was first created in 1992. Since then P3 groups involved in the scheme has increased to 145. There are P3 groups throughout the County. The P3 is a partnership between Devon County Council, Town and Parish Councils, landowners and voluntary groups. The main aim is to harness local resources, knowledge and skills to complement the work of Devon County Council. The P3 scheme helps to ensure that local rights of way are maintained, where possible enhanced, and used in a correct responsible way.

Buckland Monachorum Parish Council is a member of the P3 scheme.

How Does P3 Work?

1. A Parish Grant.

The grant paid to Parish Council’s from Devon County Council is designed to cover three main elements.

  • The mileage of paths. There are 16 miles of footpaths in this parish and 2.5 miles of bridleways. (This excludes those that are within the DNP boundary)
  • Additional payments are available for undertaking specific improvements, the emphasis being on enhancing rural rather than urban paths.
  • An administrative payment in recognition of the additional workload imposed on the Parish.

2. The Annual Inspection Survey

The Parish must complete an annual survey of all paths. From this survey works required can be determined and a grant allocated.

3. A Partnership Agreement

A simple agreement is created for the Parish. This highlights responsibilities, paths included for maintenance and what can be expected from DCC in terms of help, advice and financial support.

4. Ways in Which Local Paths Can Be Improved.

Parishes can use their grant to improve local rights of way. Volunteers, contractors or conservation groups can be used to undertake the work. Typical projects include vegetation clearance, repairing stiles and gates. This Parish contracts out work to keep the paths clear of overgrown vegetation.

5. Promoting Paths and Local Events.

The P3 grant may be used to create a leaflet or map to promote rights of way in a parish. Events such as a parish walk can also be financed from the P3 grant.
